% is not the measurement commonly known in US. Are you talking about 30 or 40 vol?

You might expect to take a natural black pigment to a level 8 tops with high-lift color. Bleach is necessary to take black any higher. It can burn, and I would not recommend 40 vol on the scalp. It may take an hour, and heat should be carefully used.

I generally recommend against taking black to blonde because the damage factor is so high and not worth the results and upkeep over time.
