It really depends on the type and quality of the hair you are buying. Often they use industrial dyes (like used in carpet and clothing) to color hair like this. If that's the case with the hair you have, it's probably not going to work well to attempt to bleach and recolor this hair. You could try using off-scalp bleach and 40 volume developer on a small batch and see if you can lift the color to pale yellow, if that works you may be successful in getting permanent hair color to take to it. (Make sure you allow the hair to dry between processes.)
If you have high quality human hair, it is often not treated with color and you can just proceed to color it like you would normal hair.
